Description:	<P class=MsoNormal style="MARGIN-BOTTOM: 5pt; MARGIN-LEFT: 0in; MARGIN-RIGHT: 0in; mso-margin-top-alt: 5.0pt"><SPAN style="FONT-SIZE: 12pt"><FONT face="Times New Roman">BPA is extending the comment period for public review of the proposed language for new Residential Exchange Program protocols relating to the Compliance Review Program. The comment period will now close <B><SPAN style="FONT-WEIGHT: bold">Sept. 30.<FONT color=red><SPAN style="COLOR: red">  </SPAN></FONT></SPAN></B>The decision to extend the comment period was made after a number of interested parties asked for more time to review the language.  Comments should be limited to language necessary in the RPSA contracts in setting the terms and conditions for the Compliance Review.  The proposed language is posted at </FONT><A title=http://www.bpa.gov/corporate/finance/ascm/letters.cfm href="http://www.bpa.gov/corporate/finance/ascm/letters.cfm"><FONT face="Times New Roman">http://www.bpa.gov/corporate/finance/ascm/letters.cfm</FONT></A><FONT face="Times New Roman">.<o:p></o:p></FONT></SPAN></P> <P class=MsoNormal style="MARGIN-BOTTOM: 5pt; MARGIN-LEFT: 0in; MARGIN-RIGHT: 0in; mso-margin-top-alt: 5.0pt"><FONT face="Times New Roman" size=3><SPAN style="FONT-SIZE: 12pt">Residential Exchange Program staff worked collaboratively with exchanging utilities and external/internal auditors to establish the Compliance Review Program protocols to assure that REP benefits claimed by participating utilities are correct and that the benefits are consistently and appropriately passed through to eligible residential and small-farm consumers in a timely manner. <o:p></o:p></SPAN></FONT></P> <P class=MsoNormal style="MARGIN-BOTTOM: 5pt; MARGIN-LEFT: 0in; MARGIN-RIGHT: 0in; mso-margin-top-alt: 5.0pt"><FONT face="Times New Roman" size=3><SPAN style="FONT-SIZE: 12pt">Under the proposed protocols, BPA will require exchanging utilities to coordinate directly with external auditors to provide statements/reports that the amounts invoiced and benefits received have been distributed according to the Residential Purchase & Sale Agreement and Load Eligibility Guidelines as outlined in their contracts with BPA. <o:p></o:p></SPAN></FONT></P> <P class=MsoNormal style="MARGIN-BOTTOM: 5pt; MARGIN-LEFT: 0in; MARGIN-RIGHT: 0in; mso-margin-top-alt: 5.0pt"><FONT face="Times New Roman" size=3><SPAN style="FONT-SIZE: 12pt">Every exchanging utility that is currently receiving REP benefits will be required to participate in the new review process. <o:p></o:p></SPAN></FONT></P> <P class=MsoNormal style="MARGIN-BOTTOM: 5pt; MARGIN-LEFT: 0in; MARGIN-RIGHT: 0in; mso-margin-top-alt: 5.0pt"><FONT face="Times New Roman" size=3><SPAN style="FONT-SIZE: 12pt"><BR></SPAN></FONT></P>
