Title:	BPA proposes amending DSI contract to allow Jefferson PUD to serve Port Townsend Paper wheel turning load
Description:	<P>Port Townsend Paper Corporation and Jefferson County PUD have asked BPA whether a portion or the entirety of the main mill’s wheel turning (nonproduction) load could be served by Jefferson PUD and included in Jefferson PUD’s Contract High Water Mark. </P> <P>BPA is proposing in a Draft Record of Decision to amend Port Townsend’s power sales contract to identify its wheel turning load amount as 4.982 average megawatts in its existing DSI power sales agreement, and to allow Jefferson PUD to serve that load. </P> <P>A copy of the Draft Record of Decision and a copy of the draft power sales agreement are available for review and comment at the web site listed below.</P> <P>Jefferson PUD is in the process of becoming the electricity service provider to retail loads in Jefferson County.  Jefferson executed a Contract High Water Mark power sales agreement with BPA in August 2010, and power deliveries under that contract are expected to begin in July 2013. </P> <P>Port Townsend’s unbleached kraft pulp and paper mill load is located in Jefferson County, Wash., within Jefferson PUD’s retail service area. Jefferson PUD has distribution facilities that are capable of providing service to the Port Townsend load.  </P> <P>Because Jefferson PUD is a new public utility, its Contract High Water Mark does not affect the CHWM allocations for existing public utilities. </P>
