Title:	Wildlife Habitat Stewardship and Restoration Agreement for Albeni Falls Dam
Description:	The Bonneville Power Administration and the State of Idaho are inviting the public to review and comment on a proposed Wildlife Habitat Stewardship and Restoration Agreement that would address mitigation of wildlife habitat impacted by the construction, inundation, and operation of Albeni Falls Dam within the State of Idaho, while also providing ecosystem benefits for resident fish. The proposed agreement between Bonneville and Idaho is consistent with the Northwest Power and Conservation Council’s Fish and Wildlife Program and would satisfy Federal obligations defined in the Northwest Power Act and other federal laws. The agreement would permanently resolve any and all interest that Idaho has in mitigation for the construction and inundation impacts of Albeni Falls Dam on wildlife and wildlife habitat. It would also resolve any and all interest that Idaho has in wildlife and wildlife habitat mitigation for the operational impacts of Albeni Falls Dam for at least 30 years. Under the agreement, Bonneville would provide stewardship funds for Idaho to operate and maintain mitigation properties (4,224 acres), previously acquired with ratepayer funds, to address construction and inundation habitat losses. Bonneville would also provide funds for Idaho to restore and maintain 1,378 acres of riparian and floodplain habitat affected by Albeni Falls Dam operations. Bonneville would provide administrative funding for the 10-year implementation period of the agreement. The agreement would allow, however, for revisiting the adequacy of the operational impact mitigation in 30 years to address any issues concerning efficacy of the restoration actions, new or changed circumstances, and to align with when the Federal Energy Regulatory Commission licenses for Noxon Rapids and Cabinet Gorge dams expire. Bonneville and Idaho will consider the feedback and decide whether to sign a final agreement this winter.
