Alvey - Fairview No. 1, 230kV Rebuild

The Bonneville Power Administration is planning to rebuild the Alvey Fairview No. 1, 230kV transmission line, construction is scheduled for 2013 or 2014. The 97.46 mile transmission line transects Lane, Douglas and Coos Counties, OR. The project includes replacing all wood poles, cross arms, cross braces, guys, anchors, insulator assemblies, and line switches if required. The intention of the project is to rebuild the line while maintaining the same structure locations and similar pole heights as the existing line. An environmental assessment will be conducted to analyze the impacts of this project and identify appropriate mitigations measures. Scoping for the environmental assessment will begin in November 2011. Please tell us what you think we should consider during the environmental assessment of this proposal. BeersI have a problem when in order to provide an update of needed power lines to the coast, that we have to beg the enviromental groups (pay a fee?) with costly time and money and the project still gets done. The end result is the needed project is done. Since the BPA are the experts, get the enviros to help pay for the projects and keep the rates lower for the utility trapped citizens who have no choice but to pay more and higher utility bills. Let the enviro fish and water people subsadize the utility, not the consumer. Get the line done as quickly and as cheaply as possible. Save the people money. thanks db

CombsBoth of your scheduled meetings are on the east side of the coast range, 3 or 4 hours away from those of us on the western end of the line. Suggestions: Schedule a meeting for public input at 56127 Goldbrick Road in Myrtle Point, OR 97458. This is a public meeting place, accessible easily to residents in Sitkum, dora, McKinley and Fairview. Please do not cut us out of the project.

I don't want a new access road through my property. it is not necessary. I will work with you to improve the existing road.
I also don't want a big metal strcture in my back yard. I think you should comtinue with current operation and maintenance practices.

BeamerThe last time Bonneville replaced our bridge so they could use the property to get around, they replaced it with (2) culverts that got washed away the next high water because they used small 1-1/2" gravel for the top. Before my father-in-law passed away Bonneville said they would keep the bridge in working condition, which they haven't because we have not been able to use the bridge in 10-15 years. It would be nice if Bonneville would replace the bridge with a bridge without using culverts. If a culvert was used it would need to be very large and use big rock as a base, not 1-1/2"!

Look at 19/8 - 21/2 when will DT's come out? 19/5 - 19/8 between I-5 and 99 is irrigated. Crop damage - make sure to avoid as much as possible. Coordinate with Danger Tree crews. DT crews said that they want t keep cool. Don't remove DTs near the spring. We did not re-lock road this fall as promised. Maintenance did it. Problem with trees Inc. Weeds being sprayed. Set up wash station.

BowersThe area where the powerline crosses our property, just south of Goshen is all in grass seed production. You will probably have to work there in the summertime. If so, we would like to request to be allowed to complete our harvest before you cross the property. We should be able to finish harvest by mid-July to mid-August.

from BOL 19/1 thru 21/2 AHOL Bill and Sharon Hoyt are multi-generational landowners for 152 years and raise specialty lambs etc... contact landowners before accessing property to avoid interruptions/disturbances to their irrigation operations
AR 19007 needs to be modified to show an alternate access - will show you on photomap what new preferred route into 19/6 BOL is and we need to modify ARSI... but the culvert at AR-19-AR-251 is crushed and railroad crossing is here and pasture where 19/5 AHOL is wet, therefore need for alternate route into pasture
During construction, in addition to coordinating activities well before any construction begins, we need to institute weed control protocols and wash stations. Owner mentioned a rock pit is on property
Coordinate with landowner when installing water bars, drain dips and ditching in access roads

Sabala/Douglas Electric CooperativeDecember 22, 2011 TO: Bonneville Power Administration – Public Comment FROM: Douglas Electric Cooperative RE: Alvey-Fairview Transmission Line Rebuild Project Dear BPA: Thank you for the opportunity to comment on BPA’s proposed Alvey-Fairview Transmission Line Rebuild Project. Douglas Electric Cooperative is a BPA customer that takes delivery of power from the Alvey-Fairview 230 kV Transmission Line at BPA’s Green Valley Substation Delivery Point west of Sutherlin, and BPA’s Drain Substation Delivery Point in Drain. Approximately ½ of Douglas Electric’s loads and all of the City of Drain’s loads are served by the Alvey-Fairview 230 kV Transmission Line. It is a critically important transmission line to Douglas Electric Cooperative and I am sure to the City of Drain as well. Douglas Electric Cooperative strongly supports the rebuild of the Alvey-Fairview Transmission Line for the following reasons: 1) The line is old and aging. Hardware, poles and conductor are in need of replacement given their 60 year old status. The rebuild is needed to avoid power outages that result from aging poles, equipment and conductor. 2) North Douglas County’s economic development future is very dependent on the reliability and capacity of the line. For example, we have had several potential manufacturers and data centers consider locating on a site near BPA’s Green Valley Substation. While none have materialized so far, the site has been short-listed three times and is currently short-listed for a data center at 50 MWs. Jobs are needed in our depressed area. 3) Pacific Power is increasing its voltage on its point-of-delivery under a General Transfer Agreement (GTA) between BPA and Pacific Power in Lookingglass. This enables service to Douglas Electric’s entire south system, serving 40% of Douglas Electric’s loads at about 25 MWs. An alternative option would have BPA providing service directly to Douglas Electric Cooperative, originating from BPA Reston Switch Station near Lookingglass and part of the BPA’s 230 kV Alvey-Fairview Transmission Line. While reliability in rebuilding the Alvey-Fairview Transmission Line is critical outcome of the rebuild project, we strongly encourage BPA to increase the transmission capacity of the line as well for the reason cited in #2 and #3 above.
