Northern Mid-Columbia Joint Project

PROJECT DESCRIPTION BPA has been in ongoing discussions with members
of the Northern Mid-Columbia Study Team (BPA, PUDs of Grant, Chelan, and Douglas
counties in Washington) on how to address deficiencies in the Northern
Mid-Columbia transmission system that could cause power outages. Solutions were
explored that would meet each utility's electric reliability needs. These
discussions led to an agreement between BPA and the three county PUDs to jointly
propose and fund the Northern Mid-Columbia Joint Project (Joint Project).
The Joint Project would require Douglas PUD to design, build, own, and
operate a 230 kilovolt (kV) transmission line. The approximately 9-mile long
line would extend from the PUD's Rapids Substation in the town of Rock Island to
BPA's Columbia Substation, located approximately eight miles to the southeast.
Several areas in Douglas and Chelan counties have been identified as possible
routes for the transmission line but a specific alignment has not yet been
determined. Both endpoints of the proposed line are in Douglas County,
Washington. To interconnect the proposed line to the Federal Columbia River
Power System (FCRPS), BPA would add a bay to its existing Columbia Substation.
CURRENT STATUS Douglas PUD and BPA will hold a public scoping meeting
Wednesday, November 14, 2012, at the Douglas County PUD auditorium, located at
1151 Valley Mall Parkway in East Wenatchee, Washington. BPA and Douglas PUD
staff would like to hear your ideas, discuss possible routes, and accept
comments related to the scope of the environmental analysis. Because there will
not be a formal presentation, attendees can come at any time between 4 and 7
p.m.
BPA will prepare an Environmental Assessment (EA) to understand the potential
environmental impacts of the Joint Project. The EA will analyze the potential
routes that are selected (Build Alternatives) and a No Build Alternative, which
assumes the project would not be constructed. The EA will describe the existing
environment, anticipated impacts to natural and human resources, and mitigation
measures to avoid or minimize impacts. Douglas PUD will cooperate with BPA in
the preparation of the EA. Starting this winter, BPA and Douglas PUD will
begin collecting environmental data and conducting engineering surveys for the
project. We expect to release the preliminary EA for public review and comment
in early 2014. Based on the analysis in the final EA, BPA will either prepare a
Finding of No Significant Impact and decide whether to proceed with the project,
or will prepare an Environmental Impact Statement if there is the potential for
significant environmental impacts.

On the East Route: Worry about future development and transmission lines, stopping or hindering development within UGA.

The East route is the least desirable to me. There are a lot of homes there - more than the west route. also it seems because of the basalt cliffs, building the towers would be harder.
The west route looks good but why not run the new line parallel to the existing lines across the Columbia.

Bowman/Chelan County PUDChelan County PUD strongly supports the proposed Northern Mid-Columbia Joint Project for the following reasons: • The project will help us prepare now for tomorrow’s energy demands. At a reasonable cost for each participant, it will provide a stronger infrastructure for expected load growth and give each county a more secure energy future. • This is a good example of effective regional collaboration. The project will give Chelan, Douglas and Grant PUDs and BPA a level of flexibility in their transmission operations they don’t have at present. • The project will deliver immediate economic benefits. Construction work on the project will help create or support local construction jobs, and inject revenue into local economies. • The project makes good business sense. Long term, the project would save money for Chelan PUD’s customer-owners and will be an effective solution for existing transmission challenges.

ByeGentlemen, I am somewhat surprised to see so few comments on the last day, December 14, 2012, to respond these changes that would affect so many people, and very gratified to discover the assurance of cooperation from Chelan County PUD. Obviously, our response is somewhat personally motivated as one of the Eastern Routes directly crosses the property where our daughter and grandchildren live and we are concerned about affects upon their health. However, we prefer the western “Yellow” route for these reasons: 1. It is considerably shorter, and therefore less costly to us all. 2. The Yellow route already has many transmission lines and therefore the aesthetic considerations will have less impact. Hearing of the cooperation assured by Chelan County PUD makes this an even more attractive option. 3. The Yellow route must already have preexisting Rights of Way in place and so hopefully this route would have fewer legal battles before construction can be initiated. 4. The Eastern route, along the Batterman Road, has many known Native American burial sites and the road department has had to alter their routes in the past, so that could be an area of considerable conflict. 5. The aesthetic consideration to a very lovely stretch of highway that, once in place, could not be changed back again. 6. Negative effect on property values in an area where there is an alternative that negative impact. 7. As above, the negative health impact on our daughter and two young grandsons. 8. Negative impact the eastern route would have to our own personal retirement/investment plans. 9. The positive impression that is given to the public by the knowledge and understanding that various government agencies are working together to increase efficiency and decrease impact to the environment by “bundling” power transmission lines together in corridors. 10.
