Holcomb-Naselle Transmission Line Rebuild

The Bonneville Power Administration is proposing to rebuild the 21-mile-long Holcomb-Naselle 115-kilovolt (kV) Transmission Line located in Pacific County, Washington. The line was constructed in 1949; deteriorating wood-pole structures and other components need to be replaced to maintain reliable electrical service. The rebuild work would include removal and replacement of existing electrical wires (conductors), and replacement of about 50 of the 160 wood-pole structures along the line. The conductors would be strung to a higher tension and an overhead ground wire would be replaced one mile outside of the Holcomb and Naselle substations.
BPA is conducting an environmental review to understand the potential environmental impacts of this proposed line rebuild. The environmental review will analyze anticipated impacts to natural and human resources and will help identify mitigation measures that would avoid or minimize impacts caused by the proposed work. Your comments will help BPA determine additional issues that should be addressed in the environmental review. BPA also will work with federal, state and local agencies, Tribes, potentially affected landowners, and other interest groups.

Falkenberg/United StatesPublic Utility District No. 2 of Pacific County (District) appreciates the opportunity to comment on BPA’s proposed rebuild of the Holcomb-Naselle 115 kV transmission line located in Pacific County. The environmental review and survey considers the potential impacts of this proposal on both the natural and human resources.
The rebuild of this line, first constructed in 1949, is long overdue. The replacement of conductors, removal of deteriorating wood poles, upgrades to other supporting transmission and substation assets is necessary to maintain basic reliable electrical service in our region.
We are however troubled that BPA’s proposal does not include the installation of fiber. This lack of implementation, though we understand that structures will be designed for future installation of fiber optic cable, is incongruous with BPA’s recently adopted 2018 Strategic Plan, Strategic Goal 2 to modernize assets and system operations in timely manner.
Modernizing assets and system operations, including IT equipment and installation of fiber optic cable is necessary for BPA’s improved commercial performance at the Naselle and Holcomb substations and beyond. Deferring installation of fiber to a later date will be more costly. Mobilization of equipment, human labor, access to right of ways, transportation will all be present during the rebuild so the nominal cost of fiber installation will be less versus a separate future install of fiber at a later date. We encourage BPA to reconsider this position.
