Spar Canyon-Round Valley Service Road Project and Right-of-Way Amendment

Bonneville Power Administration (BPA) and the Bureau of Land Management (BLM) have prepared an Environmental Assessment (EA) for BPA’s proposed access road project along its Spar Canyon-Round Valley transmission line. This letter requests your comments on the EA and outlines the next steps for the project.
BPA’s access road project would involve constructing about four miles of access road, developing fords where roads cross drainages, and acquiring access rights from BLM. The BLM Challis Field Office is reviewing an application to amend BPA’s existing right-of-way for the proposed access road project. The EA describes the project and why it is needed, discusses the environmental impacts that would result, and lists mitigation measures that would lessen or eliminate those impacts.

PaceI submitted a scoping comment earlier for this project and won’t revisit the concerns I raised re sage grouse, etc. At this time, I hope BPA will proceed expeditiously with this project. I understand the need to protect sage grouse, but the impacts of this project are de minimis. And upgrade of the existing “road” is likely to do more good than harm to the natural environment.
