BPA seeks comments on the draft final Rate Period High Water Marks that will be used in the BP-22 Rate Case to set power rates for fiscal years 2022 and 2023.

Dizes/Salmon River Electric Cooperative, Inc.Salmon River is planning on dedicating the Rock Creek Hydro Power Purchase Agreement as a resource during FY 2021, beginning on October 1, 2020. The resource will fall under the Small Non-Dispatchable New Resource Being Treated Equivalently to an Existing Resource (SNEER) policy. Salmon River requests that BPA update its Existing Resource amounts to include Rock Creek Hydro PPA for FY 2022 and FY 2023 in the BP-22 RHWM Outputs.

Kallstrom/Snohomish PUDSnohomish has submitted an updated load forecast for BPAs consideration. We appreciate BPAs flexibility regarding load forecasts during the current unusual economic situation, and we encourage BPA to continue exercising as much flexibility as legally permitted to ensure that the most accurate load forecasts available are used in planning, rate proceedings, and other forums.
