Hills Creek-Lookout Point No. 1 Transmission Line Rebuild

Bonneville Power Administration (BPA) has prepared a supplemental environmental assessment (SEA) for the proposed Hills Creek-Lookout Point No. 1 Transmission Line Rebuild. An environmental assessment for the project was previously completed in 2017. The SEA has been prepared to analyze potential impacts of project activities that were not included in the original proposed action and environmental assessment. The SEA describes the project and why it is needed, discusses the environmental impacts that the additional project activities would create, and lists the mitigation measures that would lessen those impacts. This letter requests your comments on the SEA, and outlines the next steps for the project.
How to Comment: The SEA can be viewed at the project website at www.bpa.gov/goto/HillsCreekLookoutPoint. If you requested a hard copy, it is enclosed. If you would like to request a hard copy (about 50 pages), please call our toll-free line listed below.
Please send your comments on the SEA by November 1, 2021 and reference the Hills Creek-Lookout Point No. 1 Transmission Line Rebuild. We will consider all comments submitted during the comment period and provide responses to substantive comments. In addition, comments will be available on the project website. It's not.
That said, the project should go forward. I'm concerned about the enviro effects of removing 4,000 trees. I hope you will consider reducing loads to counteract sag, as well as using taller replacement poles.
With respect to the additional road constructed, I hope you will listen very carefully to what people have to say and then build it.
This project is a no brainer. It's been in the deep freeze too long already. Time to get it done.
