McNary-Roundup Transmission Line Rebuild Project

BPA proposes to rebuild its existing 38.5-mile-long, McNary to Roundup No.1 230- kV transmission line in Umatilla County, Oregon. The wood-pole line connects the BPA McNary Substation in Umatilla, Oregon, to the BPA Roundup Substation near Pendleton, Oregon. The transmission line has been in service for about 70 years and needs to be rebuilt to ensure reliable electric service and the safety of the public and transmission workers who operate and maintain the line.
Your comments will help BPA determine the issues that should be addressed in the environmental review.

RemillardIn order to cross our property on the west side of Tutuilla Creek, please be aware of the very fragile alkali soil on and near the CRP acreage which borders the BPA right of way. A couple years ago, a new line was put in next to the BPA line, and the soil was torn up with little attention to its fragile condition. Please contact me before entering our property at 72220 Tutilla Creek Rd. so I can help guide the equipment through the fragile areas. Thanks.

paceIn addition to the purpose identified, i.e, reliability, BPA should explain what relationship, if any, this proposed project will have to (1) EE West End Solar LLCs West End Solar project, which recently received a site certificate from the state of Oregon and (2) the PacifiCorp substation and interconnection facilities that used the same transmission right-of-way but require BPA to raise the height of its towers by 75 feet. All of these projects are located in close proximity within Umatilla county, OR. To the extent these three projects are interrelated, a CX that addresses only reliability considerations may not be appropriate.

This Project will cross a number of Bureau of Reclamation easements, and facilities that Hermiston Irrigation District is responsible for operating and maintaining. Please check with HID and the BOR-Umatilla Field Office prior to work to confirm that any crossing agreements are updated and that the location of facilities are accurate.
