Bonneville Power Administration day-ahead market policy paper and staff recommendation

Bonneville welcomes comments on its initial staff recommendation and preliminary legal assessment for BPA’s potential participation in a day-ahead market. The materials were posted on BPA’s day-ahead market page on April 4. Please submit comments by May 3.
A discussion of customer comments will be held at the next day-ahead market public workshop on May 8. The workshop will include a discussion with customers and constituents regarding these materials, as well as other topics. Bonneville’s draft policy on day-ahead market participation will be opened for formal public comment in the fall, with a final decision expected before the end of the year. Any decision regarding Bonneville’s potential participation would need to be finalized in rate and tariff cases.

PhillipsHow is BPA preparing for two things simultaneously. I’ve heard nothing promising. Those two things are 1)!city wide load vulnerability due to southern and northern border terrorism at key substations and interconnections. 2) location specific SMRs and large nuclear which produce no CO2. Nuclear is the only resource that compliments renewables. As a society we need to make a deal with the nuclear devil and commit to policing it. I used to do strategic planning for BPA??(PMDAM) and I’d make sure these topics were covered.

paceFor consideration re governance, I suggest that if Bonneville moves forward with becoming a member of SPPs day ahead Market+ organization, it should seek agreement that it will have a permanent position on the Members; Independent Panel as a condition for joining, but refrain from serving on the Board of Directors. This might be a way of ensuring it has a way of recommending policies and appealing actions while minimizing Bonnevilles exposure to FERCs jurisdiction.

paceBonneville should immediately begin informal consultation as required by Section 7 of the Endangered Species Act on this action and on its prior decision to participate in CASIOs energy imbalance market. Statutes require Bonneville to request informal/formal consultation with NOAA Fisheries and US Fish and Wildlife Service during the earliest stage(s) of project planning. Thus far, BPA has failed to meet its statutory obligation to consult in order to determine the effects of its actions on the survival and recovery of ESA-listed species, as well as the effect the proposed actions might have on listed species; designated critical habitat.
If we agree that the proposed project or action is not likely to affect any listed species or designated critical habitat, we provide a letter of concurrence and no further consultation is required.
However, if it appears that the agency’s action might affect a listed species or designated critical habitat, that agency prepares a biological assessment to determine the project’s effect on a ESA-listed species or its critical habitat. A biological assessment includes details on potential effects to a species or its designated critical habitat.
When a federal agency determines that its action is likely to adversely affect a listed species and/or its designated critical habitat, the agency is required to submit a request for formal consultation.
