Allston to Astoria Rebuild

Bonneville Power Administration (BPA) proposes to rebuild its existing approximately 22-mile-long Allston to Driscoll No. 2 and the approximately 21-mile-long Driscoll to Astoria No. 1, 115-kilovolt transmission lines. Together, the proposed rebuilding of the two lines is referred to as the Allston to Astoria Rebuild Project. The lines are located in Clatsop and Columbia counties and cross sections of lands owned by the State of Oregon. The proposed project would also involve work within BPA’s Allston and Clatskanie Public Utility District’s Delena substation.

KelleyThank you for the letter describing the Allston to Astoria Transmission Line Rebuild Projects environmental assessment. Our comments are in regard to some of the impacts of the EA.
1. It would be EXTREMELY HELPFUL to us landowners if you would put a map with the location and NUMBER LABELS of the towers and poles that are mentioned in the EA. That way we would know exactly what is going to be done on our property and what impacts there will be.
2. Our property where the BPA poles and towers are located is being used as forage for our cattle spring through fall. We will require that BPA tills and re-seeds with FORAGE grass any soil that is compacted by equipment, and to till and reseed any grasses that are mashed by equipment, and any soil that is displaced by drilling for pole holes that will need to be bladed out and reseeded.
3. We would like to be informed of exactly WHICH trees will be removed by BPA (if any) as those that grow on the south side of the right-of-way driveway are marketable timber.
4. We would like to be informed as to WHEN the Project will be in process on our property so we can prepare for the equipment to be working on location. There are 2 residences that use the driveway on a daily basis.
