BPA is replacing the Tiered Rates Methodology (TRM), which expires on Sept. 30, 2028, with the Public Rate Design Methodology (PRDM). The PRDM process is working in parallel with the Provider of Choice contracts and BPA’s 7(i) Rate Cases and will go into effect on October 1, 2028. The development of the PRDM began in January 2024, and the final product of this process will serve as BPA's Initial Proposal in the BP-26 rate proceedings.
BPA is seeking input and comments on the draft PRDM as presented at a public workshop on Aug. 14.

(United) appreciates the opportunity to comment on Bonneville Power Administration’s (BPA) proposed Public Rate Design Methodology (PRDM). United comments in this case are generally limited to support for the comments submitted by Northwest Requirements Utilities (NRU). United believes that NRU's comments represent the concerns of United, and recommends that BPA address the questions, clarifications, and recommendations within NRU’s comments.
In addition to supporting NRU’s comments, United would like to understand if BPA can apply the same inputs to the PRDM as will be used in the Tiered Rate Methodology in BPA’s current rate case to evaluate the comparative results.
United appreciates the process and willingness of BPA to engage with local utility customers on the development of the PRDM and looks forward to continued discussions on the PRDM.

Anthon/City of Rupert ElectricThe City of Rupert's public electric utility supports comments submitted by Northwest Requirements Utilities ("NRU"). The City of Rupert asks that BPA address the questions, issues, and recommendations set forth in NRU’s submitted comments.
As a public-owned utility, the City of Rupert is subject to legal limitations on rate increases in excess of five percent (5%) without additional notice, cost, and public hearing. As such, Idaho's law regarding these rate increases reflects a desire by the Idaho Legislature and our local government officials to have predictable rates with increases in utility costs being realized gradually over time. Erratic changes in rates subject to market swings or seasonal changes are difficult to implement under the rate-setting structure prescribed by Idaho law.
In addition, the City of Rupert joins many of our colleagues in seeking more information about whether BPA can apply the same inputs to the PRDM as will be used in the Tiered Rate Methodology in BPA’s current rate case to evaluate the comparative results. Thank you for your consideration of our comments.
